Regarding HIPAA Compliance
The Heartland Lions Eye Banks is not defined as a business associate within the Health Insurance Portability and Accountablity Act (HIPAA), and is therefore exempt from HIPAA regulations. This exemption is outlined in Federal Register, Vol. 65, No. 250, December 28, 2000, § 164.512:

"A covered entity may disclose protected health information without authorization, consent, or agreement to organ procurement organizations or other entities engaged in the procurement, banking, or transplantation of cadaveric organs, eyes, or tissues for the purpose of facilitating organ, eye, or tissue donation and transplantation."

Although organ and tissue banks are exempt from HIPAA regulations, all medical records are held in a strictly confidential manner.
